How to control which card is used for a payment at the time of checkout?

In recent months, I've noticed that Paypal has started to automate which debit/credit card is used for a payment, with no option to select a card at checkout. How can I control this, either on a per-merchant or per-payment basis?
At first, at checkout from some merchants, I saw a message that the card selected for the current payment will be automatically used for all future purchases from this specific merchant . I don't want that - based on the purpose of the purchase, the funds available through each card, and daily limits on the use of each card (in light of other payments I expect to make later in the day), I may need to be able to control where the money is taken from. The message described above said this card selection can be easily changed in your Paypal account, but I could never find any list in my Paypal account associating merchants to selected cards.
As a result, I stopped using Paypal for payments to merchants where Paypal "automated" the choice of which card to use, with no option at checkout to select a different card. Not being able to choose which card money will be drawn from is not acceptable, and encourages me to pay merchants with a card number instead of through Paypal.
For the first time this week, without ever seeing a message of the kind described above, I've found that with a merchant I purchase from frequently, Paypal has stopped asking which card to use. When I choose Paypal as my method of payment on the merchant site, the payment goes through immediately without asking me which card to use (or even informing me which card was used). There is no opportunity to select a card at checkout.
In my Paypal account, the only option I see that's close to this space is under "gear icon - Payments - Choose a payment method at checkout" titled "Choose your preferred way to pay online" with radio button options for each of my cards. The text on that page says "We’ll use this when you shop online or send money for goods and services. You can always choose a different way to pay at checkout." (No radio button is selected.) This appears to be a way to set a default payment method. But in reality, at checkout there is no option for choosing "a different way to pay", so this is clearly not the user account control relevant to my problem.
At the moment, the only way I can imagine using Paypal is to - every time I make a purchase - first log into Paypal and ensure my "preferred way to pay online" is set to the card that I want to use for this specific payment. But I suspect even this would not have the desired effect, since the absence of option at checkout for choosing "a different way to pay" suggests this control is not "in control", and something else is controlling which card is used for payment. For example, there may be a per-merchant selection buried somewhere that overrides the "preferred way to pay online" (since that's what Paypal's earlier messages suggested is going on). But I don't really know.
I haven't found anything relevant in Paypal's FAQs. What I want to know: 1) What's going on? 2) Is there an option in user accounts associating specific merchants to specific cards that will be automatically charged at checkout? 3) Is there a way in a Paypal user account to force always being given an option to choose a payment method at checkout?

Since no one suggested a resolution, I called PayPal customer support. The woman who took the call was very helpful, and while I was on the phone, wrote a problem ticket for Paypal software development. I want to thank Paypal's customer support for taking the issue seriously, and notifying the engineering department so they can find a solution that will help all customers.
My impression is that this is a software bug that happened during a Paypal website update. The text on Paypal's "choose preferred method of payment" page has changed - it no longer "You can always choose a different way to pay at checkout". Customer service says that, for now, the only way to control which card is charged is for me to log into Paypal before making a payment, and set my "preferred method of payment" there before each transaction.
She described the inability to choose a method of payment at checkout as a "major inconvenience", and was surprised that is not possible anymore. However, based on the change in text on Paypal's website, I wonder if this is an intended design change. For the problem ticket, I asked to have a suggestion passed along, that customers have the option in Paypal account settings of choosing between automatic choice (application of a universal preferred method of payment) and manual choice (being given an option at checkout of using any card in the customer's paypal account).
An interesting detail is that customer service described technical issues with the website as related to an update "integrating AI".

On my PayPal page, it STILL says "you can always change payment at time of checkout", but like you've said, it still doesn't allow it sometimes...

If PayPal support is reading this - I'm about ready to stop using PayPal after 17 years if they don't fix this issue.
It has been happening to me with eBay recently. This is a MAJOR issue.
I oftentimes need to use different cards for different things - i.e. business card for business purchases and personal card for personal purchases.
Tonight, it used my balance prior to charging my card as well, which is not what I wanted to do.
If someone at PayPal is expecting me to first go to PayPal, default the payment method, and then go complete my purchase, they need their head examined. Please bring back the behavior that has ALWAYS been present.

I just went and purged both of the automatic payment options for eBay. We'll find out the next time I make a purchase if it fixes it or not. I fear that it will probably just automatically link it again, but we'll see.

Thank you for the autopay link! I was looking for those controls, and had been unable to find them in my Paypal account. I believed they were there somewhere, because awhile back when paypal said it would remember and apply my payment source choice for future transactions with a merchant, the page said the choice could be changed anytime through my paypal account.
However, when I access these settings for a merchant, and try to uncheck all payment options, paypal's website refuses to accept the change, and provides this error message: "You cannot remove all of your instant funding sources from Merchant Relationships. Please select at least one funding source from the list below." So I was unable to replicate this step in what you tried: "I just went and purged both of the automatic payment options for eBay"

How does this help solve the problem?
For example, in my Paypal account, eBay is listed as inactive (no autopay). When I check out at eBay using Paypal, I used to be asked which card to use. That no longer happens, instead a "preferred" card is charged without any option in the eBay/Paypal checkout process for selecting a card for the specific transaction. In my account, eBay is not set to autopay (payment is only when I authorize each payment), but Paypal removed the option letting the customer choose which card to charge in the checkout process. This option still exists with some merchants (it's not gone completely), but I have not found any way of getting it back.

Anyone have any luck figuring out exactly what is going on? I've been having an incredibly frustrating time this last two months, not just from it not letting me choose, but the inconsistency of when I can or can't choose, and what payment method is chosen for me if I'm not allowed to choose! I'm buying parts for someone and they want to pay me back when all parts have been purchased; naturally I want this to use my credit card rather than my bank account, but on eBay and elsewhere it's almost like Russian Roulette. I did delete my eBay autopay settings but . . . some of the entries on my autopay list go back to 2008, so if this has been a feature that long, something else must have changed more recently.
