1. Hi, I successfully sent money. Later, I wanted to repeat the transfer, but received an error.
Are there any limitations applied to the account? How to know about it?
2. Can I add money to my own account? (I'm from Ukraine).

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments.
You should however be able to purchase items funded via your card as per above link.
That card must have the same address as your paypal account / be in your name / plus been added and confirmed on your paypal account.
Unfortunately you can't add funds to a balance in your country.
If you have any limitations then best to check in the resolution centre of your paypal account.

- Does it mean I can both Send and Receive the transfers with my friends and relatives? It turned out that my wife's account was blocked afer I sent her $20. How do I prove someone is my friend or wife?
- Are there any limitations for the transfers? Per day? Per week? Can I transfer.. I don't know.. $5000? ) Or I will be banned?
- the article you provided says that " All withdrawals will be processed in the Ukrainian currency (UAH)". But what if I'm withdrawing to another USD card? I mean, let's say I have $100 on my PayPal account, and I successfully connected and verified a USD card. And I'm withdrawing $100 - will the transfer be in UAH? (USD from PayPal account will be converted to UAH, and then that UAH will be transferred to USD card and converted to USD again?) Thank you!

@Korthaz, welcome back! I'd be happy to answer your follow-up questions.
Yes you can send and receive money through PayPal to friends and family. You don't have to prove anyone is a friend or family member. "Friends and Family" is the reason for receiving money with PayPal. This just means you cannot receive money for "Goods and Services". If your wife's account was blocked, she would need to review the limitation in her Resolution Center or contact our Support for assistance. There's nothing you can do from your end to assist there.
Transaction limits vary by account holder depending on verification status. We’re continuing to evaluate transfer limits in Ukraine to ensure we’re meeting the needs of our customers. Our security system monitors and reviews each and every transaction and action on each and every PayPal account. If it sees something unusual or potentially fraudulent, it will normally stop that action from happening.
All withdraws will process in UAH, not USD. So if you have a card with a currency set as USD on your PayPal account, the money will still be sent to your card in UAH, so a currency conversion is most likely to occur.

We could successfully unblock my wife's account. But when I tried to repeat the transfer, it won't proceed, whichever amount I enter. I'm just trying to REPEAT the previous successful payment, and receive error.
I tried to contact the Support, but the number I receive doesn't make any sense [removed]
When I tried to dial it - it says I dialed the wrong area code or something. Is there any other number? I'm in Canada now, so I would appreciate it if you could provide me some Canadian support number.
So far the Support is unreachable and useless. There's no way to contact them. I tried the chat, but whichever day and time I tried during the working hours (CDT / CST etc.) - I get the message that "all our operators are busy".
There's no email where I could send an email with my problem. Nothing! "We're ready to help. Please contact us nowhere!"
Support doesn't exist, in fact.
The only answers I receive is from the community (thank you). But come on, why then the Support exist? 😞

Why didn't you say you were in Canada in the first place, that would have saved a lot of wasted time.
Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You should really withdraw any funds / resolve issues / remove cards and bank accounts / cancel any subscriptions and close the old Paypal account before you move countries. If you don't then you may have problems doing so once you have moved and may need to contact customer services for help to resolve things.
You can however in most countries add a U.S bank account (not card) to your paypal account. This is because paypal is a U.S company and allows that option for U.S Paypal account holders working in other countries.
