Indian currency conversion, USD to INR issue

I received the payment of 1.41 USD which by conversion should be 118.37 Indian Rupee. However, Paypal is converting 1 USD into 80.75 INR instead of 83.95 INR. Currently, 1 USD = 83.95 INR.
I have tried contacting PayPal but they don't even have INDIA in their currency exchange charts.
Please sort out the matter and provide the correct amount.

PayPal receives a wholesale rate quote from our bank twice a day and we add a percentage fee to determine the retail foreign exchange rate for currency conversions. Our currency exchange rates remain competitive with conversion rates used by banks.
You would never get the exact rate to rate amount as paypal along with banks or anywhere else you buy currency charge a fee to convert it for you.
Advice is voluntary.
