Is it possible for me to withdraw or add money on PayPal in my country?

We are really sorry that we don't provide withdrawal PayPal services in Papua New Guinea currently. We look forward to expanding our services in your region in the future. Establishing new services in each region involves complex changes due to different regulations in each of these countries and hence, we cannot give a timetable for this. You can't add a local bank account / and rarely a debit card in your country.
You can link a visa credit card.

Also the option to receive Paypal payments is sadly not available in your country as previously stated.
You can only send payments for purchases funded by your (confirmed) credit card so you can't and don't have a balance in your account.
