Is it possible to send some one money from US to Russia

As of Feb 2024 can i send someone money from US to Russia. I used to help out this lady that battling cancer and has little child and has no family but I was unable to even find russia on the list to choose from since the war started with Ukraine but today I checked and found russian Federation back on the list. Does that mean that I can now help her again by sending $ through PayPal.

Unfortunately not, Paypal are no longer supporting Russian paypal accounts.

Yes, it is, for PERSONAL accounts and up to a certain amount (USD). Please refer to the Russian federation Terms of Service:
