Is there a downtime at PayPal right now?

 I used to be able to send and receive money to my private account, but today it just get denied.
I have a private account since about 2000. Formerly I was able to receive and send money. I have 4 credit card added, I have enough money on my bank accounts. What puzzles me, that sometimes (today) I was able to send a small amount to my husband, when testing it, but other times payment was denied. It also strange that PayPal keeps asking to verify my identity (I had at least 10 calls from them, because text messages won't come through). 
Sometimes it gives the error message just after selecting the other private account I want to send money to, sometimes I'm able to select the amount to send, or even let me select if it's family&friend or paying for an item - once I was able to even select the credit card I would like to use, but then always the same error message:
"We can't send your payments right now. If the problem continues please contact customer supportIf you continue to encounter problems, please contact customer service."
It's suspicious that the app was updated Yesterday - although I get the same message on the browser platform too.
