Mastercard BNI Debit Card (Indonesia State Owned Bank) cant transaction with paypal

My name Petrus from Indonesia, I am would like to ask question about transaction with Debit Card mastercard, when i am want trying to transaction with paypal on resume.io merchant its showing "Check your account at Mastercard before retrying this card." how to fix this issue?
