No option to chose payment type as goods & services or friends & family when making payment

I tried to send a payment for a service to a person in Spain, that I have worked with before and PayPal won't give me the option to choose between G&S or F&F. It gives me a warning that it is going to withdraw cash from my credit card, that means it is going to be paid as F&F. No pop-up window to chose the type of payment. I have sent payments to this person before as G&S with no issue.  Why is this happening now?

Why does using a credit card as a funding source make it a friends/family transaction???

It has nothing to do with it. The card is not causing the issue. PayPal is trying to withdraw cash as cash advance from the card. I hope that this answer clears things up for you. Thank you for your precious time.
