PayPal doesn't allow me to send money through banking

I have linked my Banking account to PayPal, but when I try to send some money without any cash on my PayPal account, it doesn't allow me. Shouldn't it take money directly from the banking and not focus on my PayPal wallet? Also what's weird, is that I was able to send 1 cent as a "test" to find out, whether everything works and it functioned. But after that not anymore.

If you only have a bank account linked and not a back up card as well then paypal may it will go as an echeque. Some sellers block echeque payments as they take longer and can sometimes fail to clear. 

However if you have a back up card linked as well then paypal will front the payment to the seller and paypal will take the wait for the echeque to clear, they do this so there is no delay in the despatch of your item.

Make sure the bank account has been confirmed and the direct debit set up in your online banking.

My bank account and direct debit are both confirmed and set up. The problem is, it doesn't even let my payment go as an echeque. It just doesn't allow me to send any money period. And person I'm trying send money to doesn't have echeques blocked for sure. I'm really confused why this 0.01$ transaction functioned as my first payment though, since right now I'm in the same situation, but it doesn't let me send any. Also, sadly I don't really have an access to any credit- or debit card, so banking is my only option. Many of the people I know are in the same position and it works good for them, taking money off their banking account directly when they need to send some payments
