PayPal is holding refund from Best Buy since Feb 2024

I bought an item online January 29 from Best Buy thru my PayPal credit account. Funds were transferred from PayPal credit thru PayPal to Bestbuy for this item. I walked into Best Buy on Friday and asked for stays of the order. I was told it was delayed. I then asked if I could cancel the order as I changed my mind. The clerk said no problem and canceled the order. I received a cancellation email and went on my merry way. I happened to look at my PayPal account and noticed I had an outstanding charge I was being billed for. It was a charge for the item I cancelled and NEVER received. I then got on the phone and spent 2 hours talking with Paypsl credit, PayPal and Best Buy customer service. Best Buy confirmed via text, email and in person the order was canceled and they sent the refund back thru the system. Here we are almost 5 months later and I am still fighting this battle. Even though I have submitted proof after proof I did not receive anything and Best buy canceled the order and returned payment. Consumers are protected by law. And I have proof I should not be charged. I do not want to have to file a law suit for $417. What more can I do? I have done everything I should do and get transferred from person to person asked the same questions over and over.
