PayPal took back my refund

I’m dealing with a nightmare between PayPal and my bank right now. I paid 220.29 to a festival that turned out to be a scam and cancelled the event with no refunds. I tried to get a refund through PayPal but the festival was claiming online that I would not be getting a refund this way and the only way to get my money back to was to call my credit card company so I did just that. PayPal did end up approving the refund and I received a double refund from both the bank and PayPal to my credit card. So I called my CC card immediately to rectify the double refund. CC company closed the claim and recharged my card for the double refund, bring the balance back to zero. But a week later, PayPal emailed me that they were taking back their refund because their records showed I received a double refund (my bank had cancelled and recovered the refund on their side a week ago already) and instead of charging my CC, PayPal took the refund directly out of my PayPal balance (the money is missing but other than the email, they did not include this charge in my transaction history). I’ve now wasted hours on the phone with PayPal, the bank, and the PayPal messaging system. And despite showing screenshots of the bank cancelling and recharging the refund back, PayPal insists there’s no error on their end and that won’t be giving me back my refund. My bank while initially expecting to be able to rectify the situation themselves is doubtful there is anything they can do to give me the refund back on their end since their claiming PayPal has the refund money, not them. Basically my bank and PayPal refunded me, both took back their refunds even though I already took care of the double refund error, and both are claiming they don’t have the refunded money to return to me. This is a nightmare and as a small business owner who lost her income this month because I was supposed to be working at this scam festival, I desperately need that refund money. I don’t think I’ll be doing business with PayPal going forward after they way I’ve been treated. Has anyone dealt with something similar? Can anyone help me?
