Sending Funds Issue

I just opened an account here in the USA. The account is almost a month old and I keep running into requests to link banks and cards. I do not seek this option since I have used paypal before and I am just trying to get an active account to send funds to another paypal account. Can this challenge be fixed without too many issues and the requirement for additional information?

You can use an account balance for a little while and then you would be required to verify your paypal account as per link.

Could you advice on how I could send the money to another paypal where I can have access to the account?
