The option to send money from business PayPal account to family and friends is not available

I am trying to send money from my business account to my friend who has a personal account but I don't have the option to choose whether the transaction is for goods or friends. It's only giving me the one option of goods. 

I tried contacting the support team but they're not available and PayPal suggested the community forum option. 

Did anyone experience something similar or can anyone suggest a solution?

The friends/family option is not available in every country and I think that yours is one of those countries.
