Transactions and payments hold

So I requested money from my original paypal account let’s call it account(1), I requested the money from another email that I also own, but it’s not linked to a paypal account, so after I sent the money, the money was on hold on my original account(1) and it says after 21 days I will receive it. So I made an account for the email I sent the money from so its account (2) now, but when I’ve done that, it didn’t show and transactions on account (2) and I confirmed my email and everything and still no anything appears, even if I send messages and contact with account (2) from account (1) nothing appears. So what’s the problem and how to solve that, I need the money so fast. i am new to paypal and it’s real becoming annoying experience for now. And by the way horrible help center. To be clear I am new to paypal I requested from my first account money from an email that is not linked to any paypal account, and they completed the process and I received the money on my first account but it’s in hold. So for that I made the second account for the email after I received the money on my first account. And I don’t know what I am supposed to do now. Note that the two accounts have different emails

I understand that you're concerned about the funds being held on your account and I’m sorry that you’re unable to access your payment. PayPal may place a temporary hold on some transactions if you’re new to selling with PayPal, if a dispute has been filed against the payment, or if we have questions regarding your transaction history or account information. Generally, delaying funds availability is a common industry practice we implement to ensure the secure use of PayPal by both buyers and sellers. By placing your payment on hold, we’re trying to make sure that there’s enough money in your PayPal account to resolve any issues that may arise with your account such as chargebacks or disputes. When subject to a hold, the money is temporarily not available to use. If there aren’t any issues with your transaction or account, the payment will typically be released within 21 days after receipt.
