Where are the "percentage fee based on a wholesale rate quote" published?

Hi,
I agree that a company should be able to charge fees for doing currency exchanges openly. Where can I find a published fee schedule regarding currency exchanges on transactions?
PayPal indicates there is a "percentage fee based on a wholesale rate quote", but nowhere can I find out what that percentage actually is? An open and transparent business would post their percentage fee (not a flat fee schedule but %) so that a customer could decide whether to do the conversion within another arena.
Does anyone know where this % fee is posted?
