I'm in the US, and so is my friend. I'm trying to send her some money as a gift, and I've never had this issue before, but it won't let me change it from for goods and services to Gift. There is no change button. On the app or website. I don't want her to lose money to fees. I was able to choose gift when I sent her money last month. Both her account and mine are in good standing.
