Why does paypal hold our IRS refund?

Why does paypal hold our IRS refunds? Does paypal not have to abide by funds access laws? If you deposit a $5000 check into a bank the bank is required to allow you at least $200 instantly and they have 2 days to process it. Anything over than and the accessible amount goes up and the waiting period goes to 5 days. They get deposit authorizations a week prior to the date the deposit is scheduled to be in your account. If I am wrong then so be it but ive deposited some very large checks before and some small ones. PayPal then give you a run around for asking where the money is. I've been using PayPal for decades and my wife and I just setup new accounts elsewhere so we can ditch this service. Want crypto? Go to coinbase. Want better transaction times and money access? Go to Chime or DAVE. I called today and asked for them to do a trace and they said they would email me and then hung up the phone on me. I was polite and asked very concise questions pertaining to whats going on. I even used PayPal FAQ as the logic points to ask why I don't have my money according to their answers. This company is now becoming a joke and today I found out why TrustPilot gives PayPal a 1.3 star rating.
