Why is guest checkout not working? (Forced to create account)

When choosing “pay with debit/credit card” on a PayPal invoice, previously, the transfer would proceed as intended after entering the credit card details. However, today it apparently changed to force the customer to create a PayPal account even if they try to go through guest checkout as described. Kindly fix guest checkout please?

PayPal may not always allow a user to make a purchase without a PayPal account. This is based on risk factors such as the user's location, PayPal cookies on their computer, and their PayPal purchase history.

Advice is voluntary.
