Why my transfer to my friends in Uganda who are in need because their roof is leaking is on hold?

My transaction to my friends in Uganda was put on hold. They are in urgent situation - their roof is leaking, and their friend as offered to do construction work as long as has the materials. So the money I transferred were to buy materials to repair the roof.
I was told you ask them to confirm the identity, which they did.
Please let me know if you can complete this transfer.
I don't have much resources to help others, so this amount was of great of value to me and my friends. Especially because the rainy season is coming.
Please, help me with this issue, and let me know why the transfer has been stopped.

The option to receive Paypal payments is sadly not available in Uganda.
They can only send payments for purchases funded by a (confirmed) credit card.

You may however be able to get funds to them using xoom?

My previous payments were handled correctly. This was a bit bigger, maybe that's why.

Paypal accounts in Uganda cannot receive payments.

If they could before then they were using another countries paypal account.

That would not work for long before being permanently banned.
