Why no "friends and family" option for one of my contacts?

I am not given the option of sending money to family and friends for one of my contacts. I have tried to send money several times to this particular contact and only get the option of "goods and services".  How do I fix this one contact to be able to send money using the friends and family option?

We are sorry to hear that you are not able to send money as friend and family to one of your contacts. The person you are trying to send money will have a business account and therefore, not able to receive money as friends and family. Us business accounts can no longer receive money as friends and family from US senders and this changes has been made by PayPal for safety and security of the users. To know the reason of this implementation, kindly refer the help centre article.

If your unable to login into your PayPal account do reach us via phone and kindly select "Call us as Guest".
