Wise rejected the transfer to my Visa debit card from PayPal

I sent money from my PayPal account to my Wise Debit Card on June 28, 2023.
Wise rejected the transfer to my Visa debit card from PayPal, but the money still hasn't been transferred back to my PayPal account.
I asked Wise(TransferWise) about the transactions tracing, they provided screenshots like a proofs about money refund. And shared this with PayPal Support, but they promised me that they are not see any returned funds by these transactions on their side.
So, when I asked Wise again about this - they promised me that money was out from their side and I need to ask PayPal. When I asking PayPal - they return me back to Wise, Wise do the same and return me back to PayPal.
It looks like a PingPong game. But I still don't have my money on any of these sides.
What you can advice me? Last hope on you...

Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.

What you can advise in this case? Call Visa and figure out what happened with my refunded money?

Contact card issuer and paypal customer services?
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.
