I am sorry to know that you're having issues while processing the payment. It sounds like our internal security system may be blocking you from completing the transaction due to multiple attempts. While we recognize that this can be a frustrating experience for you, the security system helps uphold the safety and integrity of the PayPal community overall. To go about this problem, I would recommend you try to send the payment using a different payment method to see if that works or try to send the payment again at later time by clearing the cache and cookies or by using browser or device.
