payment denied please try again later

yesterday In the morning i send a payment to my friend it's still okay, when I tried again to send money after an hour it shows an error message “payment denied please try again later. I was trying again and again till now but still unsuccessful. what happened with my account? i was asking customer service but none help me. My money was stuck there, how can I get it. I'm getting upset with this

While we recognize that this can be a frustrating experience for you, the security system helps uphold the safety and integrity of the PayPal community overall. To go about this problem, I would recommend you try to send the payment using a different payment method to see if that works or try to send the payment again at later time by clearing the cache and cookies or by using browser or device.
