Hi,

there's an outdoor shop on line that asks a 5% commission if you choose paypal as payement method alternative to credit card or wire transfer. I remember an operator told me that is not correct for a seller to ask a commission to a buyer for using paypal. is it correct? Thanks in advance

I asked to the community because was Saturday and no operator was available. After contacting an OFFICIAL OPERATOR of PayPal, he confirmed me the rule (that EVERYBODY should know: ALSO you!!). IT'S FORBIDDEN FOR EVERY ON LINE SELLER USING PAYPAL AS PAYMENT METHOD, TO ASK FOR ANY COMMISSION TO THE BUYER USING PAYPAL TO BUY, NO MATTER THE COUNTRIES. PERIOD. Problem solved (not by your information, but from PayPal help desk operator!)

Sometimes depends on countries.

Go click on legal bottom of paypal pages > user agreement > receiving funds > surcharges.

You didn't understand my question. I'm talking about a Polish ON LINE SHOP asking 5% commissions to a customer using a PayPal payment method. NOT receiving or giving money between private users! For what I know, PayPal payment to an on line shop should be ALWAYS free for a buyer!

This is the payment link where they ask 5% commissions if you use PayPal: https://cumulus.equipment/eu_en/shipping_payments

Online shop / private sales, doesn't matter which the surcharges rule is the same.

Go read up on it as I advised if you want to.

Listen: right now I talked with a PayPal agent who confirmed what I already knew: IT'S FORBIDDEN FOR A SELLER OF AN ON LINE SHOP TO PUT COMMISSIONS FOR PAYPAL PAYMENT METHOD TO A CUSTOMER. PERIOD! Any other comment about this issue is useless!

Well if you know the answer why ask the question?  🤣

And as I said the user agreement is ''country specific'' and in some countries they can surcharge with conditions.

So GO READ the user agreement for your country.

Some countries can surcharge 'with conditions' as I have already said. Its just called a handling fee.

Rules about surcharging

If you are a seller, this section applies.

PayPal does not encourage surcharging (i.e. charging for use of specific payment methods) because it is a commercial practice that can penalise the consumer and create unnecessary confusion, friction and abandonment at checkout.

You shall not surcharge for the use of our services. In the UK, surcharging in relation to our services is strictly limited by law and you should ensure that you understand the rules before considering this practice.

If, notwithstanding the above, you surcharge a buyer, you, and not we, will inform the buyer of the requested charge. We are not liable to any buyer where you have failed to inform the buyer of any surcharge.

IN OTHER WORDS YOU CAN SURCHARGE AS LONG AS ITS THE SAME FEE AS YOU CHARGE FOR EVERY OTHER PAYMENT METHOD AND NOT PAYPAL SPECIFIC WHICH IS WHY THEY SAY THEY DON'T ENCOURAGE IT.  BUT YOU HAVE TO INFORM THE BUYER YOU ARE DOING SO.
