refund to a cancelled credit card and closed bank account

This November 3rd I received an email from paypal saying that I received a refund from digitalocean, it said "If the original payment method declines, we'll refund the money to your PayPal account" Nov 8th. I closed my bank account 11 months ago and canceled my credit card.

Today I opened my paypal account and it says it arrived Nov 8th, but my bank account is closed, why the refund was accepted?

Allow 5-7 days if you funded your payment via a bank account and not a card.

I paid with my card back then, so how long that will be for the bounce?

It normally doesn't bounce if its a card so ask your old card issuer if they can help you recover your refund.

30 days have passed, and still nothing 🤷

As I said only your card issuer can help you recover a refund.

Refunds to cards do not bounce back to a paypal balance.
