Where is the recipient located? What country are you sending money to?

@Chad1420, after trying the suggestions herein, do contact both your hosting company and your registry.
If either has had a recent DoS attack they may have shut down international payment to address the issue. Some never open the service back up, others do it country by country. A VPN is not always the answer because many of them are routed through the same countries the DoS attacks come from.
You could try Venmo or CashApp, but they both have serious limitations of their own!
