how to top up my wallet since my pay pal app have no such provisions.

I live in France and the "Add Money" button does not exist in the PayPal application. I saw the PayPal help video for adding money to wallet via the application but the video shows the actual addmoney button, which does not show in my application

You can add money to a paypal account in France, so check you have a French registered paypal account.

Click on settings (icon next to log out) and see what it says next to nationality on the left side of that profile page.
