Adding debit card or Bank

Hi there, I was attempting to link my card(which also came up in my message box when I logged in)(Link a Debit Card) I filled out all information required, submitted it, "error Message" "your card was declined by issuing bank,try different card or contact your card issuer with questions"

I tried linking bank as also shown > but comes up with U.S. Bank Accounts? And Im in South Africa, Cape Town.

I followed link to register with FNB as Non FNB Account Holder> complete entire questionaire > "Some Error have Occurred(E-694) 01idExists, Check Existing Prof"

So how exactly can a South African link a South African Debit Card or Bank Account (Other than FNB)

In this situation, the best thing to do would be to contact our Customer Care department. You can do this by going to the ‘Contact Us’ link at the bottom of every PayPal page. You will then see what contact options are available to you.
