Credit card verification fee of 1.95 USD wasn't refunded

As I was linking my credit card to my paypal account, paypal sent me a payment with the verification code, that was supposed to be refunded as soon as I enter the verification number. It's been 14 days since the payment was made and i tried contacting customer support who told me to wait 14 days but they're unreachable.

Did you bother to actually read the link I posted?

You know the bit where it tells you how long it takes??

That was my bad and i waited the full 30 days specified on the link page but still no update on the refund
