I can't link my debit card

I am trying to link my debit card to Paypal for the first time, an it say's ,,Your card has been declined. Please try a different payment method." I know I need to have 1.5 € for that registration and they will give it back later, and I do have enough money, there is no problem with my card or bank account and they still decline my card. Please help me to link my card to Paypal.

I am sorry to know that you're unable to add a card. There could be various reasons why the card would get declined. It is possible that one of the factors could be due to risk, our security program considers a variety of factors at each transaction/activity to keep you safe. Any activity of adding a card/bank can often be blocked or declined if we detect any unusual or suspicious activity or not safe for your account in the future. Also could be due to the card issuer is having technical problems that prevent authorization and you’ve inadvertently exceeded the limit. If you know that your card is valid, but still have an issue please contact your card issuer directly. Ask why your card was declined, and whether you can still use it. If you can still use your card, please try again at a later time by clearing cache and cookies or using different browser. If not, link a different card to your PayPal account. You guys build this app for years but you guys couldn't maintain it well. All you guys wants are profit. Once i get my money, i would never use this app angmore.
