I understand that you're referring to linking MPESA Virtual card to PayPal Account. There are some cards that aren't compatible for use with PayPal. This may include most online or virtual cards. You may try to add the card to see if that works. Please note that PayPal will make a small charge to confirm your card. If you don't receive it, that means the card is not compatible.
