Mastercard debit card not accepted

My bank card expires at the end of the month paypal removed it early. I went to add the new one which is now a mastercard debit not a visa debit. It will not allow me to use the card to make payments off the PayPal credit. I went to add my bank account directly as I need to make sure my PayPal credit balance goes out properly. It won't allow it and says I need to print out a sheet and take it to my bank?? This has never happened before. Also, as the card was removed early, a lot of purchases went through as PayPal debt. They won't let me use my card to pay it off?? But they did let me transfer money to my husband with the same mastercard info? Can someone advise what is going on??
