I am sorry to hear what has happened. I know it must be frustrating. It sounds like your bank declined a transaction you made. When you make a transaction with PayPal using your bank account, PayPal will send the payment for you while they wait for the funds to clear from your bank account.
If your bank declines the transaction, we will attempt to take the payment a further two times from your bank until we receive the funds. If after the last attempt your bank still do not process the transaction, this would cause a negative PayPal balance. The person you sent the payment to would have received the funds from PayPal, it would then be your reasonability to pay PayPal back.
I would suggest you contact your bank directly to see what the issue with the transactions are. Once you have done this, you can attempt to resolve your negative balance again.
