Can't withdraw GBP to a british debit card using an egyptian account

I'm currently based in Egypt but the card itself was issued in the UK. i received money in GBP and it's currently held in my wallet in GBP. I want to withdraw the money to the card but I can't because it refuses, with no explanation.

because I live in Egypt I can't use the balance for anything else and it automatically tries to withdraw to the card at the start of every month. for around 18 months it has consistently failed without a reason, and I'm not sure what's wrong.

They have the auto-withdraw option only in Egypt you can't use a balance.

Funds are withdrawn to a visa credit card, the cards billing address has to match the address of your paypal account.
