Fully verify account

I’m trying to link my PayPal card to Qmee and it keeps saying it’s not verified fully I’ve done linked 3 debit cards and still not working I’ve had my account since 2017 never had this problem before

Read link and note that a debit card is not a bank account.

I totally understand but it says I can upload government id and proof of residency since I don’t have a bank account right now and I can’t figure out how to do that
