How can I link my bank account to my Paypal account in Nigeria on my Android phone

You can't add a local bank account / and rarely a debit card in your country.
You can only link a visa credit card.

Also the option to receive Paypal payments is sadly not available in Nigeria.
You can only send payments for purchases funded by your (confirmed) credit card.

Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer.
There are quite a few countries unable to receive Paypal payments.

Ok you for the reply, but people are using PayPal in my country here in Nigeria and receiving mone in there account, is there how there doing it pls help me ask and get back at me thanks

Yes some folks try and use another countries paypal account but would soon be permanently banned as the option to RECEIVE paypal payments is not available in Nigeria. They can only use a paypal account to send money.
