How to confirm card

Im having troubles trying to confirm my card theres a message that just say sorry were not able to process your request right now try again later .what can i do it been days now saying that

Think it has to be a physical credit visa in your country.

Needs funds on it for the confirmation process.

Billing address has to match your paypal account address.
