How to convert Belgium IBAN to PayPal bank account number

I want to add my bank account to PayPal. PayPal requires 11 digit account number. I use Wise and they provide only IBAN and bank account of 7 digits.

So how can I convert this IBAN 

"BE 28 bank_code_3_digits account_number_7_digits 20" to a 11-digit bank account number that Paypal requires?

Firstly you may have difficulties adding a Belgium card or  bank account to a Norwegian paypal account.

Secondly Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.

Hm, okay, then how can I transfer to a Belgium account my IBAN? I try to transfer the money using send, but it asks me to enter my card while I simply want to use money in my account already. Do you know?
