Is virtual visa cards acceptable by paypal (i want to use wise virtual visa card in Algeria)

Can i use wise virtual visa card to fully activate my paypal or will it get me banned ?

i used a virtual mastercard (pyypl) and find out i can't recieve money unless i have a visa card linked also saw that there are some countries with different limitation sush as Algeria

Paypal does not accept all cards so if you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.
