PayPal rejects my Kazakhstan card

Hi all! I have a Ukrainian passport. But before the war I lived in Russia. Then I moved to Kazakhstan and now live in Kazakhstan. Here I received a mastercard debit card from the Jusan bank. I have documents from Kazakhstan that I used when registering with PayPal. But I can't add a card.
From the beginning it wrote to me that the card had already been added. But after a while it started to write “Your card has been declined. Please try a different payment method.”
What should I do? Why isn't my card working?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

I have already created a new account, with a new email address, in which I indicated the details of Kazakhstan. I also indicated the phone number of Kazakhstan, and the nationality of Kazakhstan.
The only thing is, I recently logged into my account when I was in Russia. I needed to come for a while to pick up my things. Could this be the reason my account was banned?

Well you said nothing about being banned in your initial post just that you couldn't add a card. There could be any one of a number of reasons why you are banned. Trying to use a paypal account in Russia may be one of them but only customer services could advise on a permanent ban.
Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.
1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a private direct message via Social Media on Facebook, Twitter/X, or Instagram pages.

Sorry, I used the word "ban" incorrectly. The account is not banned. But I guess that the card could (it seems) be banned. And prevent me from adding cards.

Perhaps I misunderstand the error message. But it seems that I did everything correctly, but PayPal does not allow me to add a card to my account. I don’t understand why, so it seems to me that it was somehow forbidden to add it. BUT I don't understand why and I'm not sure I'm right.

As long as the billing address of the card matches your paypal account address then you should be able to add and confirm a visa credit card and in some countries a mastercard.

Thanks for the help! But alas, banks in Kazakhstan do not have a payment address (biling address). I wrote the address of the bank where I received the card. I did not give any other address when receiving the card (this is not necessary in banks in Kazakhstan). I also tried to indicate the address of the apartment where I live. But it did not help.
Perhaps it will help me if I create a new account?
