Verification Fee

I encountered a problem with my bank account Card in linking to Paypal and applied twice with the verification fee but sadly there was a problem
I was advised to 1st fix my issue with my Card's bank... Which I did and it is good on my Card's bank end

So my question is how will I get back (refund) my verification fee if when enrolling the concerned bank card is not recognize/blocked by Paypal?
And I can't seem to get PayPal's chat/response or Help in proceeding with this issue

Thanks to whoever will answer

I understand your concern about the refund for confirming the bank card. Please note that if you have confirmed your card, we immediately refund the amount charged to the same card. You can view the refund in your transaction. If the card is not confirmed within 75 days since the confirmation process started, the charge will be automatically refunded to your card. Hi @PayPal_Ayesha ,

Good day. Does closing the Paypal account influence whether or not a refund is processed? I had a similar issue where the charge was not refunded, and I temporarily closed the account after a few days. To date, the refund has not come. I was wondering if that was because I closed the account. BTW I had since reopened an account with the same details.
