Verification Issues: Couldn't confirm debit card account

For the past 2 weeks, I've been trying to link my debit card to PayPal, but to no avail. According to the process, I should wait at least 5-7 days to receive a card statement containing my 4-digit PayPal code. It's already been at least 10 days since I made my account but I don't see any statements issued to my debit card. However, the amount of credit in my bank is already reduced (in the exact amount that PayPal charges for verification, after converting it to PHP from US dollars). I've tried resending the code but it says that my card is now declined. If I push through with the removal, the amount they charged me won't be refunded any more. Tried reaching out to PayPal Help but it only lead me to automated responses that shows the exact same instructions.

Has anyone encountered the same issues? How do you resolve it?

If you have online access to your card account, look for the transaction in recent activity that reduced your balance and it should contain the 4-digit PayPal code. Since you requested another code, use the code from the most recent transaction PayPal made to your card. 

Since now the card is declined, you’ll have to link a different card or have to get customer service assistance:

Reply to the message that the reply did not help and want to speak with a customer service agent to help with resetting the card to link again since confirmation failed.

I've already checked my online account before posting this question and found no history in my transactions. That was how I also found out that my initial amount was indeed reduced. I have yet to see if an ATM would resolve this, but considering I have not received any emails from my bank, I'm already expecting to see the same results.

With regards to customer service, I've already tried reaching out to them, but their chatbot always says that there are no agents available at the moment. Hence, why I turned to PayPal community in a desperate attempt to get some help.

This is the only debit card I have, so I can't link anything else besides this one.

I'm considering just deleting my account altogether and making a new one but my only worry is that the amount they reduced won't ever be refunded. That amount they reduced was supposed to be part of my startup funds for my business, so I was hoping to exhaust all my options first before going down this route. (For reference, $1.95 is around at least PHP 110+, so it's a sizeable loss)

Do you think removing my debit card on this account and adding it back in would help? Or would that just prompt the same message saying my card is declined, despite reducing the amount from my bank, again? I'm aware doing that would not refund my initial amount anymore, but at this point, I just want to be able to get past the confirmation and receive payments online.

Dear SIr

I try to link my debit card with my paypal account but It is showing the following error :-

 

Your card was declined by the issuing bank. Please try a different card or contact your card issuer with questions.

 

Please help me to find out the solution.
