want to set up a PayPal Balance account

How can I send money to someone from my PayPal Balance Account?  I wanted to choose to leave money in it instead of transferring to my bank and now I want to send it to someone.  I can't find it anywhere--- it is still showing the message to accept the money, and then it says I'm all set, but it's still saying to accept the money.  The only option to send money seems to be to send it from my checking account that's linked to my PayPal account. I don't want to send it from my checking account.  But when I look, I don't seem to have anything in my PayPal Balance account. I can't even the account it as it is not shown in my Wallet.  Where is it, and how can I use it?

If you haven't accepted the funds then it won't show in your balance and you can't use it.

Did you get an email to say you had been sent funds and does it say to claim the funds and have you done that?

What country are you in and what country is the sender in?

Were the funds sent in a currency you can accept on your paypal account?

Did you confirm your email address and is the email you received the notification of funds on the same one that is linked to your paypal account?

Have you received funds before or first time?

I will answer all your questions interlinearly :

If you haven't accepted the funds then it won't show in your balance and you can't use it.  

         Of course that is the problem.

       Yes

and does it say to claim the funds and have you done that?

       I logged into my account where it showed the money that was waiting for me, and clicked on "accept the money", and was given the option to either transfer it to my connected bank account or leave it in PayPal.  It said "Let's set you up with a PayPal Balance account so you can send or spend right from PayPal."   I clicked to do the latter.  It said "You are all set!"  It asked if I wanted to set up a debit card to use my PayPal balance at stores and ATMs.  I clicked "Not now".   So it went back and once again it said "Accept the money".  Again, I clicked to leave it there and the same things happened over again.  I have logged out, logged in again, closed my browser, all those things that might reset it, but it just keeps going around and around in those steps and not getting anywhere.

            Yes, all US dollars

          Have received funds many times before, but have always before transferred it to my linked checking account.  Now I want to leave this money in PayPal Balance account and send it to someone else.  But can't get beyond the steps outlined above.  It says I'm "all set" but there's nothing showing up in my Wallet except my linked checking account that was already there.  I've tried over and over to accept the money and leave it in PayPal and keep getting the "you're all set" message.   Thanks for your help.
