Error Code #10417 Your request could not be processed at this time?

I have a Visa debit card that I used to purchase an item 3 days ago with no problem, but there was just a small amount of money left on it, so I got another Visa debit card and added it on to my paypal account. Next, I purchased 2 more items on ebay and then I used the new Visa card to try to pay for my items because there wasnt enough money left on my old Visa card to make the purchase. Once I got to the confirm payment screen, it shows my address and general profile, but when I press the confirm payment button it says,

"You cannot use this credit card for this transaction. Please use another funding source. You will need to add and confirm your bank account. Once your bank account has been added and confirmed, you can continue this payment. Add your bank account information below."

Then I tried to purchase one item at a time and it said

"We were not able to process your payment. There has been a restriction placed on this account" I tried everything to resolve this problem with no luck at all. If anyone's experienced this problem, and has any suggestions or solutions, please reply. Thanks

I am having problems with this too! I have enough money in my account and I just purchased items a few minutes earlier, before getting the message. I tried to pay for something and I get this error message. It's been hours and I'm still getting the error message! I'm verified, what could be the issue???

just when you think paypal is up and running smoothly...after plenty of transactions without any issues,funding in bank etc i go to pay for a gift for christmas and i get a error code,,so another month of trying to email/ring paypal who have about as much of a clue as i do!!!! any one know what to do?????

I have a problem with error 10417...I won an auction yesterday and i didn't have money to my account...I went today to my bank and a put money into my credit card...I tried then to pay my auction but it's saying the error...!!I want to resolve this problem but i can't..I can't find nowhere the correct answer about this proble..As i can see many people have the same problem...Please answer me and tell me what to do to resolve this problem because i don't want to loose my order..

Hello to all it seems the problem of this is the loss of the "CSC CODE "   from our card (probably due update of sort ) resolution of my problem  was 

go to  MY account> Profile> Add/ Edit credit card from there go to ur credit card press edit enter the CSC code from ur card and (hint  erase from your adress a leter or comma for ex: Adrees : Anastasie Panu nr. 19 bl. D4 ap. 21 et. 5 and i erased dot from  Ap (apartament ) Anastasie Panu nr. 19 bl. D4 ap  21 et. 5  and  i saved then i made all my payments from ebay 

like we normaly do .

I tried what you said, but I keep getting the following message:

"This credit card has been denied by the bank that issued your credit card. For details on why your card was denied, please contact your credit card issuer's customer service department. Or, you may want to try adding a different credit card." no matter what I change. How can this annoying thing stop popping up?

i am currently having the same problem, only difrence is mine is through a citi debit card (master card)

Having absolutely the same error code here. Please DO FIX THIS. I hope seller will understand my disability to pay due to the lags of PayPal.
