i received some emails in spanish (i'm not of latino decent) that informed me i moved money from my paypal account to a credit card.  i did not perform such transaction and they took $90.29 from me.  i put in a dispute about it and paypal found the claim/dispute to hold no merit and will not refund my money. upon further investigation, whoever gained access to my account was trying to move $1,000 from my bank account into my paypal account.  i can not speak with anyone at paypal about any of these things, just automated prompts. i called my bank this morning and they said i was the second person this week to go through the same thing, the emails in spanish, the removal of money in the paypal account, the request for funds moved from bank to paypal. i am writing this with the hopes that there is an actual living and breathing body from paypal looking at it somewhere and can talk to me about it. ... Yeah really. What about if the customer picks it up and bought the goods through ebay so doesn't have a paypal account. POC company, charging me a fortune to transfer money and then holding my payment with no return date.  And ZERO response from any customer service option.  <removed>. ... View more

Hi Nikki- Thank you so much for your reply to my question. I could really use some help with this! I have only been able to message PP agents because there is no live help available - terribly frustrating. They are telling me that because my friend's bank accepted the money I sent it is therefore 'claimed'. That seems COMPLETELY inaccurate to me and does not at all reflect what PP's own website says about 'unclaimed' funds (see below - copied from the link you sent- thank you!). I interpret 'unclaimed' as meaning that, for whatever reason, if the recipient does not accept the funds (despite the fact the funds were sent to their bank) then the money would be returned to my account. I feel like PayPal has actually robbed myself or my friend of the money I sent on March 21st.  Are you able to help me if I provide you with the case number? Case number is PPD-59268996. Hi @Simbar1faith,   Thank you for reaching out.    If your buyer has already sent the payment to your PayPal account, you can go and issue them a partial refund. Here's how: Go to Activity. Select the payment you want to refund. Click Refund this payment. Under "Total Refund Amount," enter the amount you want to refund. You may have the option to refund a partial amount of the payment. Click Issue Refund. You'll be directed to a page confirming that your refund has been sent. Check out this Help Center article for more information about issuing refunds.   Hope this helps. Niki, thanks for the response but my question still remains. I know the effects of the economy and the virus that is going on and I have no control over the situation but PayPal has a business to run and has a lot of people’s money in it. You got to have a phone number or an emergency phone number that people can call to notify PayPal of an urgent matter. Please post a phone number for all us customers. Even the police want a good working number. Also I tried the two other methods you mention and neither one work. The resolution center doesn’t even allow me to file a claim. When I click on the radio button it states for me to read PayPay policy, this is a bunch of horse **bleep**. The process at PayPal are broken. Please respond with proven contact information or perhaps I hire a deceive to investigate this matter and report that attorney general office. Please advise to course of action. Regards, Joe ... Hi @69line69,   Thank you for reaching out.    If you are looking to withdraw directly from your PayPal balance, you can only do that if you have a PayPal Cash Card. There are other ways to withdraw your money, though. The best thing to do is to transfer it to your bank account or debit card instead.
