Hi Biz account in Australia. I sent a payment request to a buyer for goods. I have received payment, but the transaction in Paypal says: "The sender of this payment has not verified their PayPal account and is located outside of the US" and "Payments without a shipping address are not eligible for Seller Protection" The buyer is unable to add their shipping address to the transaction. Should I refund the amount in full so they resend the payment with the correct details? Should I require that the account be verified? If I refund the full amount, will I be charged fees twice?
