@Tompezzo If the seller can't access his funds for 180 days then it means he has been permanently banned from using paypal and his account permanently limited. However if no disputes are opened in 180 days then normally he would be allowed to withdraw the funds. So if the transaction is showing as payment or completed on your paypal account then I suggest you open a paypal dispute for non receipt of item.
