How do I report a website that I believe to be a scam? When I try to dispute my transaction, it asks me to post a valid link where I downloaded the study guide software, and then I get stuck with paypal dispute system, and not able to complete. Is there a way to block any future transactions from the seller I believe I was scammed by? This is seller info displayed by Paypal: Seller info: Jun Ye ++++++ my experience - I lost $49.99, and want to block any other transactions from that seller. I purchased exam study materials (for Oracle SQL certification 1z0-071) from website www.passapply.com. When I tried to study from them, I realized that the content is junk and looks like something made up by a non-english speaker using some technical terms. When I contacted www.passapply.com because I was not satisfied with the content, I got a reply that their refund policy is only valid if I take the exam and fail 'with their study materials'. Needless to say I did not get a refund. When I looked up the website www.passapply.com, I saw that there is no owner associated with it. WhoIS domain search on the domain shows it is private but registered to an individual in : [Removed], Reykjavik, [Removed], IS. I searched, and found that same registered group is associated with a scam selling cars below: [Removed] A quick google streetview would show that this place has no business selling exotics or rare Porsches.
