@davidfrancis987 If you logged in to pay then click on the transaction in your paypal account and using the resolve a problem link bottom of that details page open a dispute for non receipt of item. Make sure you escalate to a claim before it auto closes 20 days post opening if you have had no item or refund. If you paid via paypal with a card as a guest buyer and did not log in then contact your card issuer and see if they will chargeback for you?
