We wouldn't be able to say exactly what's not working here since it was started through AIB's side. However, I can say you normally would want to make sure your account is verified, and your email is confirmed to receive transfers like this. I would also recommend reaching out to AIB to see if they have any recommendations on how your PayPal should be setup to receive payments like this.
