At the link you posted, I was guided to a chatbot, and after posting that I could not withdraw from my frozen account, the chatbot asked me if information about paypal.me was helpful! But then the chatbot said they would connect me with a helpdesk person, and I should include details about the payment, which I couldn't find! The helpdesk person said it appeared that I could set up a bank account to get the money. Earlier I had failed when I tried to do that, but trying after I was told that, I succeeded. Now I just have to wait 3~6 days for the money to make its way into my bank account. There appear to be a lot of moving parts at paypal without anyone holding your hand. So thanks a lot for helping me! And paypal needs to thank you too! PS I thought the 180 day wait for withdrawing from frozen accounts was because of Japanese government domicile rules, but my problems continued for almost 2 years, so that is not likely the case. But there was no explanation of the reason for the 180 day wait, so I was left to speculate. Thanks again for your efforts to help paypal users. I thanked the help desk person too!
